After too many zoom meetings, we are ready and excited to greet our SOS members in person at Buccaneer Park on Saturday morning, June 4th, at 9:00 am. Bring a beach chair, grab a coffee or a bite at the Buccaneer Cafe, and join us at 9:00 am (or come early to visit before) to catch up and plan activities to Save Oceanside Sand.

All will get to meet members of the City Council/City Staff who will join us to discuss project/efforts to restore our beaches.

Deputy Mayor and District 3 Councilman Ryan Keim, Interim City Manager Jonathan Borrego, and Jayme Timberlake, our new City of Oceanside Coastal Zone Manager, will attend.

MEET OCEANSIDE’S NEW COASTAL ZONE PROGRAM MANAGER - JAYME TIMBERLAKE

SOS Oceanside welcomes Jayme Timberlake, Oceanside City's new Local Coastal Zone Program Manager! She joined the Oceanside Team earlier this month and brings a wealth of knowledge and experience in working to execute resilient solutions on the California Coastline. After a very successful role as the Encinitas Local Coastal Zone Program Administrator, she comes to Oceanside and we are so happy to have her with us. Below are a few of her many accomplishments during her time in Encinitas:

• Develop and manage nature-based solutions for building coastal resiliency in Encinitas, such as the nationally recognized best-restored beach, Cardiff State Beach Living Shoreline Project

• Proactively coordinate the execution of the pre-construction, engineering, and design (PED) phase with the U.S. Army Corps of Engineers (ACOE) and State Parks Division of Boating and Waterways (DBW) for the San Diego County Project, a large 50-year beach nourishment project

• Successfully attain $30.5M and new start construction designation from the federal government for initial construction of the San Diego County Project; applied for funding from the DBW for State support in the amount of $12M for the non-federal requirement of the Project

• Direct and manage the City's shoreline stabilization fund (i.e., transient occupancy tax), $1.5M per year, for prioritized coastal resilience projects

• Manage multiple coastal resource protection projects, including opportunistic beach nourishment from the San Elijo Lagoon/Build NCC Project

Jayme provided this personal note to SOS Oceanside:

"I am so totally thrilled to be working at the City of Oceanside. Please consider me part of the SOS Team and know that the positive changes affected by your Team were a huge factor in my moving to work for the City of Oceanside. I have had a busy first two weeks, working with the Buena Vista Lagoon JPA, the public works and water utilities team on Buccaneer Beach and Loma Alta Creek Restoration, the Harbor dredge and sand placement project, and of course the sand nourishment and retention project. In short, I have hit the ground running. It's clear to me that the challenges we face are not insurmountable. They are tough and layered, but I am sure that with solid science, persistence, positive attitudes, and some flexibility, we will be successful in the near future in making the Oceanside coastline a more safe, inviting, and beautiful place".

A good move for Jayme, a GREAT move for Oceanside!   

GET INVOLVED WITH SOS OCEANSIDE

Would you like to get involved with SOS Oceanside? SOS Oceanside is looking for team members to volunteer to participate in the following committees:

• Summer Outreach on the Strand Committee - Members are needed to volunteer to share our passion for getting more sand on the beach with locals and visitors during our summer outreach. Come join us as we pop up our booth on the Strand every Saturday during summer. A great way to get involved and help Save Oceanside Sand is to volunteer a couple of hours at our shaded booth next to the playground south of the pier. We will be sharing information, flyers, and petitions to gather public support for sustainable Oceanside beaches.

  • Dirk Ackema - Committee Chairperson

• Marketing Strategy Committee – Members are needed to help assist with the SOS marketing strategy across digital and in-person efforts. We would love for you to come join SOS and volunteer your marketing skills in some of the following areas: graphic design, project awareness activations, photography, and content creation for press releases and social media channels.

  • Elise Wetherell - Committee Chairperson

• Oceanside Beach Access Improvement Committee – Members will assess all Oceanside beach accesses for safety, accessibility, function, and aesthetics. Furthermore, they will develop a prioritized plan to engage the city to create and execute a program to improve/repair/replace our beach accesses.

  • SOS is looking for a Committee Chairperson

• Elected Official/Candidate Poll Committee – Looking for members to participate in developing a battery of critical questions on supporting restoring sand to Oceanside’s beaches and other shoreline topics of importance. Then the committee will conduct the poll of all general election candidates well in advance of the election this fall, and SOS will publish all results on social media feeds and website. *NOTE* SOS is not a political organization and does not endorse any candidate or elected official or political party.

SANDAG SHORELINE PRESERVATION GROUP TO FOCUS ON SAND REPLENISHMENT

The Shoreline Preservation Working Group was renamed a Task Force to focus more on significant tasks with specific goals. The first task under its new charter is the Regional Beach Sand Project III. (RBSPIII)

RBSPIII is phase III of the sand replenishment projects conducted in 2001 and 2012. The required state and federal funding are potentially available. The only thing required before funding sources are tapped is a locally feasibility study and economic analysis to define precisely what is required. The plan is to share the feasibility study’s cost ($200) among the participating cities.

Deputy Mayor Ryan Kiem, Oceanside’s appointed member of the Task Force, made a motion to approve the plan. There was no one in opposition but it was decided that each of the city’s members would elicit support from their respective councils before voting on the issue.

The tenor of the meeting was indicative of wide support for the RBRPIII. The meeting was conducted with a clear focus on the sole issue of beach replenishment, accompanied by a unanimous determination to act. There appeared to be a lot of optimism in the air and without any of the usual theatrics. An SOS representative publicly commended the members and voiced SOS’s total support.

The change in the charter and focus on RBSPIII is due in no small measure to the renewed interest in replenishment generated by Oceanside’s Replenishment and Retention plans. Even the past negative reactions to Oceanside’s plan by regional cities had a positive effect of drawing attention to the issue. SOS’s activities in this regard have had an outsized effect. Another key factor is the obvious influence Ryan Kiem has had on members of the committee. His professional approach to the problem and willingness to lead in supporting RBSPIII is critical to its success. SOS is behind Ryan and fellow members of the Shoreline Preservation Task Force as it spearheads a long overdue sand replenishment project.
